  5.     When describing his radical plan to reform Brazil's
  6. out-of-control economy, President Fernando Collor de Mello used
  7. to state his goal by quoting Spanish conquistador Hernan
  8. Cortes: "To win -- or to win." But in recent months the
  9. supremely confident Collor, 41, has notched precious few
  10. victories. The inflation rate, after being cut from 80% a month
  11. to less than 10%, is back to 17%. Interest rates are sky-high;
  12. unemployment is rising. Last week Collor got more bad news. In
  13. runoff elections for 15 governorships, progovernment candidates
  14. lost in the biggest and most influential states, including Sao
  15. Paulo.

  17.     Last month the leader of Collor's party in Congress
  18. resigned, grousing that the President was behaving like "an
  19. unthroned emperor." Now Collor must establish a dialogue with
  20. Congress. That dialogue may result in wage hikes and other
  21. measures that could carry Brazil into a new round of
  22. hyperinflation.
